Jay Flory, your information was the key! I removed the -116 kernel and
reinstalled it, and the graphics are fine now. It looks like this was
indeed due to a timing problem between when my system got the gcc update
and the kernel update.
It appears that I'll have to reinstall virtualbox as well.
Looking at apt logs, it appears my system got a gcc update the day AFTER
the kernel was pushed out. I'll try reinstalling the kernel and see if
that makes a difference.

now the new caller gets no remote video.
In summary
The
Public bug reported:
man mokutil gives (among others) the following options
mokutil [--disable-validation]
mokutil [--enable-validation]
However, the OPTIONS section looks like this:
--disable-validation
Disable the validation process in shim
--enrolled-validation
It's not just synaptic. Happens with aptitude as well. I suspect it's
a new requirement for a user named '_apt' which doesn't exist (because
it wasn't added).

reboot still hang.

OK, with the "unit" section looking like this
[Unit]
Description=Make remote CUPS printers available locally
Requires=cups.service
After=cups.service avahi-daemon.service
Wants=avahi-daemon.service
It works! No hang.

Edited /lib/systemd/system/cups-browsed.service to look like this:
[Unit]
Description=Make remote CUPS printers available locally
After=cups.service avahi-daemon.service
Wants=cups.service avahi-daemon.service
Requires=cups.service
[Service]
ExecStart=/usr/sbin/cups-browsed
[Install]
