Seems like it's the expected behavior since focal, this is reversed in
GNOME 44 (https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/2821)
and in noble (GNOME Shell 46.0) I can no longer reproduce it.

I can reproduce with arm package, on jammy after update of
libwebkit2gtk-4.0-37:arm64 to 2.44.0-0ubuntu0.22.04.1, I get the
following:

Focal package already places libsmc_preload.so in /lib:

Verified the -proposed package:
1. Installed smc-tools-1.7.0-0ubuntu1.1 from jammy-proposed (see log)
2. Run smc_run without sudo:
$ smc_run ping ubuntu.com
