Ubuntu has /tmp/user/uid which I assume exists to work around that issue,

This isn't consistent.
I've seen it when grouping data as "bytes", but at the moment I'm looking at a
file which shows some space when grouped as bytes, no space when groups as
(16bit) words and lots of space when grouped as long words.
I have also seen the problem go away when "Show unsigned and
Sorry. Attachment #2 is only 16 octets or 8 bytes long.
I emailed the upstream contact j...@gnu.org in January 2019 and have
heard nothing since.

ghex version 3.18.4 (and recent previous releases) have an option to show 64bit
hex values.
Unfortunately the displayed value is only 32bit.
The attached patch fixed the immediate bug by using a 64bit version of
pow2.
Alternatively a better fix might be to sprintf the value
This is a regression; the version of qgis in Ubuntu 19.04 showed the CRS
world map and did not report this error.
