This is so very complicated, why does openssl need special handling in
the world of needrestart? My inclination is to remove all this
complexity and address any shortcomings of needrestart in the
needrestart package. Am I off base?

instance without a public IPv4 address.
Ubuntu 24.04 Noble Numbat does not have the awscli package that Ubuntu
22.04 Jammy Jellyfish and earlier versions of Ubuntu had. Ubuntu 24.04
Noble Numbat instead supplies a snap aws-cli pac
Using Kubuntu 22.04, and this bug is present. The temporary workaround
given above has the wrong directory for the symlink. It should be
/usr/share/sddm/themes/ubuntu-theme

I think that make sense. I think we don't actual need to make the
python3.9 the default for what we are trying to do originally. That
said, even when we didn't make python3.9 the default, it was still
breaking. :confused:
