P.S. I have worked around this in my build system (by creating an empty
executable script at the location that apt.postinst is expecting before

Yes, on the slower machine (where I am seeing this issue), I will NOT be
able to start firefox until I have run that apparmor_parser command.
Not even if I try starting firefox well after the login.

pocket, but not with debootstrap as it only uses the release pockets.

The bug itself is that the implicitclass CUPS backend used by cups-
browsed is not able to determine the correct parameters to generate
Apple Raster from the PDF input. Your printer needs 600 dpi and for some
reason 1200 dpi got sent.
In cups-filters 2.x (to appear in Ubuntu 22.10) this is fixed.

FWIW, Debian just scrapped the postinst entirely, advising users to use
needrestart or checkrestart instead.
In my upcoming merge I'll revert the deletion, but I'd be happy to go
back and remove that part of the delta once I understand how all the
pieces fit together.
