This was all done in a single /etc/systemd/network/10-netplan-ens3.network
file. Note that [Link] is a valid section in a .network file. Note that i took
netplan generated .network file as a base, and then modified it with above
shown options. Disabled netplan. Reboote

while chroot-ing from arch linux into ubuntu linux.
fixed the issue with:
source /etc/environment
... to set the correct $PATH
and maybe:

Hi Paul
Ubuntu 18.10 runs fine - the only issue it has is to run SciLab - never
opens, however on Mint no problem. I've reported this earlier.

while chroot-ing from arch linux into ubuntu linux.
fixed the bug with:
PATH="$PATH:/bin:/sbin"
[and maybe `echo 'APT::Sandbox::User "root";'
