Outlook is set as follows:
1. They are fetching via POP3.2. They are set to leave the messages on the server; this is mainly because I would like to check email from both outlook and Squirrelmail.

I had the same problem. I changed all the users to "wheel" group and everything starting working fine. However, this is just a quick and dirty way of solving the problem. Please let us know if some one has better solution.
