seems like you don't have Pear installed. It should come with your PHP
version (4.3.10)... did you disable it? is it hiding somewhere nonstandard?

I have just upgrated from 1.4.2 to 1.4.4, and i have installed also the
dutch (NL) language. In server settings as default.
When i run http://rivendell:8080/webmail/src/configtest.php
i see:
Default language OK.
