It all depends on what the system is doing.
My knowledge of RH is limited (been working with it for about 4 months
now), but it would seem that the installer automatically sets up the
swap as twice your amount of RAM.

most user admin tools will display passwords as a fixed number of

Well APM stands for Advanced Power Management. So I'm guessing it has
something to do with this. I notice it is running on my system and I
have apmd running as well.
But I do not seem to be able to locate were it is stored or how it is
loading! Starting / stopping apmd does not effect it.
