You have not followed the Posting Guide recommendations (and common sense) that
would allow people to compare their configuration with yours.
I have had no problem with Ubuntu 12.04 and R 2.15.2.
You might consider trying a different R repository mirror.

There's a special README for Ubuntu to help you get the current version.
