Here's an update for flask up to 2.1.3. I've tested with some of
my flask apps as well as:
* audio/beets
* geo/pygeoapi
* www/py-httpbin
Those have run without issue so far and tests pass successfully.
While here, also move to PYBUILD=setuptools. Other tests/feedback?
