The build of protobuf-c 1.3.3 breaks with protobuf 3.20rc1 because
protobuf no longer pulls std::string into the google::protobuf

Here is a simple patch for math/matio to update to 1.5.21.
It build well and pass all tests on amd64-7.1 system. No other
ports depend on it.

Here is a patch for geo/py-planet:
i) Update to 1.4.9
ii) Remove the $openbsd$ tag in Makefile
and pkg/PLIST, suggested by portcheck
iii) Set NO_TEST=yes since no tests bundled.
It build and run well on amd64-7.1 system, no
other port depend on it.
