Attached is a diff to bring fossil to the latest versoin. This includes
quite a bit a new stuff. I've regenerate the patch file and add a
MESSAGE file since running fossil all rebuild is required with this
update. Tested on amd64.

I interrupted a bulk build that was about 1000 packages along.
The I restarted it twice, once without -d, once with -d.

- I am trying to replace use of sudo with su in rabbitmqctl, then it can
be submitted upstream as was done with ejabberd
- it fails to build with systrace

a good idea when starting a rebuild and using -a, and also the dependencies
file location is trivial to find, so just make it automatic and kill the
