shuts the
stream down.
From my encoder logging, I can see that it is running and encoding as expected
and there is always an available frame to be sent.
Any ideas on logging points to help me understand where the problem might be?

But why not?
If, e.g., my source has a 1fps frame rate, why not wait 900ms avoid a busy-wait?
And about h264 teardowns, any idea what might be causing them?
