After upgrading from Ubuntu 12.04 to Ubuntu 14.04 we began seeing 10-15%
iowait on kvm guests. The guests had little to no load and yet the
shell was laggy and commands took forever to respond (assuming you could
even type them)

Updating my graphics driver from catalyst 14.4 (14.10) to 14.6 beta
(14.20) fixed the resume from sleep issue.
Version numbers are a bit confusing, the ATI branded version number on
the download is 14.6, but the driver itself once installed reports
itself as 14.20

At first, yes, I was trying with VirtIO.
Later, I disabled VirtIO for Disk, didn't solve.
Then, I disabled VirtIO for Net, didn't solve.
Again, I disabled VirtIO for both Disk and Net, didn't solve.
But, thinking on it again now, I did not tested it with a Windows 2008
