Also an interesting datapoint is that on Ubuntu 21.04 Server on my pi,
the memory cgroup is enabled:

On Ubuntu Core 18, the memory cgroup is disabled, it seems that it needs
to be manually enabled. I was able to enable it by adding
`cgroup_enable=memory cgroup_memory=1` to the kernel command line, but
on Ubuntu I think the memory cgroup should be enabled by default
shouldn't
apport-collect doesn't work on Ubuntu Core

Also to be clear, from jjohansen's comment to me last week, all of the
necessary patches are available in the 5.4 focal kernel, so kernels for
UC20 from canonical snaps should contain this fix on the 20 track.

[uc20] rpi4 does not boot with armhf on recent 5.4
Note that I reproduced this in an amd64 VM with today's beta snaps
booted with -m 512 MB, so I think this is just that uc20 currently
requires more than 512 MB of RAM to boot at all...

I noticed that this same denial happens on UC20 on amd64 VM with kernel
5.4.0-20-generic, so perhaps this is just a new kernel behavior, and the
linux-raspi2 kernel has newer patches than all the other UC18 kernels we
have available.
