external monitor that on a dock. It works fine in 22.10 but won't
activate properly with 23.04. If I boot with laptop lid closed I get the
grub screen and then, once it boots, neither screen works.

upd. So, on Ubuntu 22.10, it utilizes C-States lower than C3, BUT! It
utilizes them only if the laptop itself is started without the charger
(reboot doesn't do that job). If the condition isn't met, it won't go
lower than C3. Don't know if it's useful, but I am going to write this
one down here.

The problem is that upgrade from 22.04 to 23.04 is not visible via
update center, so the trick to bypass is to go to 22.10 and then 23.04,
but kernel 6.2 for some reason cannot be installed.

It seems it is an unresolvable driver bug issue with an AMD-core notebook :(
