It seems my install was missing the linux-generic package. After
installing that I was able to get linux-generic 4.15.0.46.48 from
bionic-proposed.
Installing this removed the windows boot option from my grub config.
Rebooting 12 times, 10 times were good, twice I got dumped into

I've got the same issue on Dell e5470 with Manjaro. Tried kernel v4.19, v4.20,
v4.4
The issue is visible on each kernel. The card is brand new and works perfectly
fine on camera and on Windows booted on the same machine.

4.15.0-46.49 on 2019-02-15, so bionic-updates and bionic-security don't
have the fix yet as of today.

Looks like when not using "pci=noacpi", Xorg takes 100% of one of my cpu
cores and that's what is causing the slowdown. I don't know how to

I'd like the second the suggestion that s2idle sleep not be used at
least on this model until the power usage issues have been worked out.
It wasn't easy to figure out what the problem was and the battery drain
will significantly reduce the lifespan of the laptop for users that
don't know to change

That thread states the firmware was taken from the Windows driver, which
isn't surprising. No license information is given, and it would be
pretty unusual for a Windows driver to be licensed in a way that would
allow us to distribute firmware files taken from it.
