This is a serve showstopper bug for me since it breaks my VPN setup and locks

To install the kernel, just use dpkg like you said. Instead of changing
GRUB_DEFAULT, you could also manually select the test kernel from the
GRUB menu on boot. The grub menu can be accessed by holding the SHIFT
key on boot up, after the BIOS information is displayed.

I noticed this problem because my wireles KB/Mouse combo became nearly
unusable after upgrading from 17.10 to 18.04. I'm seeing the high CPU
consumption as reported above and the dell HID messages as reported
above. Also, if I unplug the transceiver for my KB/Mouse it stops
working until I reboot.
I can't use ukuu since its dependencies conflict with other software on
my system.

This kernel did not work, when waking from suspension it shows the same
dmesg messages and only reloading the r8169 module the Ethernet works
again.
