Hi,
This is now solved.
Grub had somehow been changed to disable ACPI. Enabling that solved the
problem.

only. If we don't use blk_mq devices we can hotplug and hot-unplug CPUs without

Finally enabled bionic-proposed, and newest kernel 4.15.0-21-generic
works again, so I guess it's fixed upstream. This is part of the update
log for future reference:
