The flags are installed by kde-runtime and can be found in:
l10n/$COUNTRY/flag.png

This behaviour is observed only with the proprietary nvidia driver on NVIDIA
Corporation GF119M [NVS 4200M]. After I switched to the nouveau driver, the
dashboard is starting to be displayed correctly.
