I solved this by erasing KDE and Plasma .config files. I had this config from
Plasma 5.18. Tested on 5.24.4.

I have same issue shortcuts and hot corners does nothing. It works on the fresh
start, and stops maybe after hibernation. I am using kvm win10 and Android
emu.
