When using a touchpad, what you're calling "smooth scrolling" is generally
called "pixel scrolling" or "pixel-by-pixel scrolling".

Smooth scrolling with touchpad is implemented in Dolphin 19 so this can
probably be closed.
Is there a way to get it to work under Debian10?
And is there a way to configure the sensitivity of the scrolli
