Making "choppy leaps". When scrolling it does not smoothly scroll down but
makes "jumps".

I have tested it with a touchpad with v19 and it smooth scrolling was enabled
there - so I guess it's only an issue of outdated KDE Debian:

I'll close this issue, if nobody else does it before me, soon. I think it might
be useful for others looking for the same feature in e.g. Debian10 and I was
hoping somebody would confirm that it has been fixed in v19 (maybe I'll test
further and reopen the issue if it also appears on >v19).
