I did a forced reinstall overnight that pulled in some 200-something MB of
dependencies, mostly libraries. Now it works.

This actually only occurs on X11. I recently got Wayland working (by use of the
modeset nvidia-drm kernel parameter) and this bug does not happen on Wayland.

Additional info:
This seems to happen even when moving the mouse from when the monitor is
sleeping/power saving mode. Doing seemingly anything to wake it causes the lock
screen to freeze.
