For anyone who comes across this and wants a workaround, when editing the tiles
add "floating tiles" into each filling them. If you resize these, they only
move around the parent tile that you don'

I feel that a misunderstanding of the request. My request was for the tile
layout "template" not be edited by resizing windows in the layouts. Being able
