Not the refresh rate timing.
What I think is happening is plasma being slow to show the bar and when it gets
shown, the keys are already un-pressed, so it does not hide the bar. Or
something along those lines.

I read upgrading the buildToolsVersion to 27 solves the problem in other apps
with the same problem. I tried to compile and test the change locally and it
