Quota wierdness

I went through and set the quotas for all of our users, but mail is still being delivered to over-quota mailboxes. When I run 'quota -f', I get 'user.whatever: removed' messages for all but a few mailboxes.What does this message mean? As an example, user 'iwolfson' is at 146% of his quota. New ma
