I went through and set the quotas for all of our users, but mail is still
being delivered to over-quota mailboxes. When I run 'quota -f', I get
'user.whatever: removed' messages for all but a few mailboxes.What does
this message mean?

As an example, user 'iwolfson' is at 146% of his quota. New mail is being
delivered to his mailbox, and when he logs via IMAP, no 'Over quota'
message is generated.

when I run 'quota -f user.iwolfson' I get:

user.iwolfson: removed
   Quota  % Used    Used Root

when I run 'quota user.iwolfson' I get:

   Quota  % Used    Used Root
   20000     146   29208 user.iwolfson

I've run reconstruct several times.

Can anyone tell me why quota isn't working?
