TLPs.

Perhaps I'm mistaken but the code donated was after / seperate from the initial
donation and need to go through IP clearance as described on this page. [1]

I am not quite understand, are you suggesting that it is unnecessary
for Dubbo to follow this guide?
There was a discussion[1] in Github and our mentor Justin has

I'm little confused. For the new incubating projects, it's make sense that
the initial code should go through the SGA, and CLA thing.
But if the code donation happens few month after the initial code transfer,
do we still need to treat the project as a new projects?
