No. I don't think they would be any more than the PMC for Hive can vote for
a release of OpenOffice.
This is all speculation..
I would imagine they'd need to be voted into the PMC. Maybe more votes
from the IPMC could coax some binding votes from the PMC
Does anyone feel member votes are binding without PMC membership? I don't
