The link in comment #5 is to David Edelsohn's message that RMS had approved the
license change. Ben Elliston changed the license in the decNumber files for
mainline and the 4.2 branch.

I was wrong in comment #3, config/dfp-bit.[ch] correctly use GPL plus
exception.

RMS declined to relicense the decNumber source files.
We've got the same problem with config/dfp-bit.[ch], which were new files added
by GCC developers from IBM, and a couple of other minor files in libdecnumber/.
