Is this a CA root? From the extension it looks like a CRL.

I'm trying to customize Firefox application for Windows platform. As a
part of this process, I have to import a Root CA (.crl file) into my
customized Firefox package from the command prompt. Can anyone guide
me how this can be achieved? What tools I needs to get this done etc.?
