Based on forward compatibility tests.
* 1.13.2 clients we able to connect to develop locator and servers and
execute data ops.
* In mixed version cluster (1.13.2 and develop) locators were able to
execute rebalance commands

Can we please extend the vote for another 48 hours? We are investigating a
potential issue in which registerInterest is taking over 5 minutes. It's still
unclear what exactly is causing that, but some more time to investigate would
be better than potentially shipping a bug like this.
