I got the problem after upgrading to Ubuntu 20.04 from 18.04. I re-
installed cups. Printer is recognised over usb and also in the wireless
network.

I found this temporary fix by Sebastien Bacher (seb128):
$ gsettings set org.gnome.shell.extensions.dash-to-dock extend-height

I'm also affected by this bug. Only to me it happens when I put my Dell
Laptop e7470 into the docking station. Attached to the docking station
are 2 monitors: Dell 21" @ 1920x1080 and a Dell 18" @ 1600x1200. The
applications menu does not scroll down when the 2nd Monitor is attached.
