I'm also affected by this bug. Only to me it happens when I put my Dell Laptop e7470 into the docking station. Attached to the docking station are 2 monitors: Dell 21" @ 1920x1080 and a Dell 18" @ 1600x1200. The applications menu does not scroll down when the 2nd Monitor is attached. Confirmed that by unpluging it. As soon a it's plugged in, the menu won't scroll and the bottom line is jittering. So it doesn't only happen on low resolutions, or would you consider 1920x1080 and 1600x1200 to be low?

But the page will not be switched. The daily build around at Apr 17 of Ubuntu 20.04 works well. (I removed the daily builds from that time, So I can't reconfirm the newer daily build. But I think I didn't experience such issue.)
