It does not seem to be the same issue as
https://bugs.launchpad.net/bugs/1799679.
I can reproduce the bug with nouveau, so it should not be related to the
driver.
There is no need to launch any application to reproduce it, it works
from the desktop. I originally discovered this bug while playing
