swap partition, Disks shows some useful info about the partition (which
I can copy, yay, but only field-by-field, boo!). But the panel

This is fixed on Ubuntu 14.04 "Trusty Tahr". As well as a very small
horizontal scrollbar, there is also what is either an even smaller
vertical scrollbar or up and down arrows which work.

No, that is not true. Gnome Panel can be started from X11 and LightDM,
but may as well be started from Wayland and GDM
