No, that is not true. Gnome Panel can be started from X11 and LightDM, but may as well be started from Wayland and GDM. We can't recommend something one. Or am I missing some use for the package that doesn't include even the xorg dependency? Background: We use ubuntu systems in critical experimental control, so we prefer to avoid pieces we don't need. Therefore, we've been starting with server installs and pulling in the minimum pieces to match our requirements. Our users prefer flashback, and we'd hoped that installing gnome-session-flashback would pull in the minimum dependencies to get a session running.
