The correct apt lines are
deb http://q.bofh.de/~mh/debian/eicar-testf
ftpmaster has rejected this "silly package". So it does not look like
it will be in Debian soon.
In my opinion, this is a disturbingly bad case of non-appreciation of
developer's work by ftpmaster, an instance that has far too much power
in the Debian project.
