Check the kernel config for CONFIG_APM_DISABLE_BY_DEFAULT. In the
stock kernel 2.2.18 it is set=y. So even though CONFIG_APM=y yo

could you have changed kernel in the meantime ?
or try to see if you have a module called apm.o
I had the same stuff until I recompiled my kernel with apm support.(I
haven't tried as a module).
