I got it working. The problem was, I had used alien to convert afterstep.rpm
to .deb, had installed it, then dpkg -r it. The conffiles were mentioned

The status files are there under /var/lib/dpkg/, and there are also
a methlock and lock file. I don't know why it is there. I tried removing
it, still no use. the locks comeback. May be that's not the prob.

Apparently kernel-image-2.2.17-1 uses an epoch, so apt (or dselect)
wants to replace your image with that one. This happened at least once
before and the way to avoid the problem is to use an epoch yourself
when creating the package:
make-kpkg --revision=3:custom.1.0 kernel_image
