With today's update, problem has disappeared.
Looking at /etc/udev/rules.d, I see that only the following
three files have changed lately:

Here is some more data.
I attached the output of
"udevtest /class/input/mice"
from a box that shows this error, and from a box that does not.
(The configurations are completely different, but the package
versions and the relevant udev rules are the same.)
