Nowadays it is: tar -xvIf kernel-source-2.2.17.tar.bz2 (note the `I'
in between, it is to unpack the bzipped archive).

The other couple of replies referred to the more 'generic'
kernel compile instructions. If you want to do it the
'Debian way', I would recommend checking out the
2.2 install guide section 8
