The systemd package contains other dbus services that you don't want to try
to exclude from a desktop system; and libpam-systemd provides necessary
integration with policykit on those same systems.

What do you expect the system to do with oversized packets instead of
fragmenting them? Discard them?
Fragmentation is used any time a given packet is too large to fit inside a
single frame of the underlying transport, as determined by the network
interface's MTU.

If a bug submitter comes to me with a well-formed patch for an upstream
issue, there are definitely times that it helps if the submitter can talk
directly with upstream about it, rather than using me as a relay for
everything.
