irq 9 _is_ irq 2. irq 9 - 16 are handled by a secondary interrupt
controller, that's connected to the primary one at irq 2, so irq 2 is
actually the first irq on the second controller, which is irq 9.

Yes there is a connection, and I get a message from the remote machine. The
problem is that the "message"
usually looks like garbage. Neither program knows how to respond exactly,
so they time out and hang up (at least that's what it looks like to me).
