Beeehh, that is bad. And no idea what could be the reason. But it sounds
to me like some 3d/mesa stack problem, not inherently Plasma.
I tested this by installing another desktop (MATE on X.org) and there is
no problem when I run two electron apps.

If a create a fresh user account with a clean KDE Plasma session the
problem is also gone.
I'll clean my local config files and report if I found the root cause.

OK, I found something that resolved the problem for me:
I looked through the Plasma settings and found out that "Start
compositor on boot" was unchecked for my user in the display settings.
Enabling it again and restarting the session resolved the problem
completely.

thanks for the reading. Due to reportbug, there are no dependencies related to
kttsd. However, I have installed any (maybe) necessary packages to kttsd, like
speech-dispatcher, festival, espeak and so on.
The problem exists since the developers changed to speech-dispatcher, and it
status.
It would be noce, if you could look upon it. This beahviour could only be
seen on a 64-bit system. If I should discover it on a 32-bit system, too, I
will send an information.

I found out, that there might be in the file
~/.kde/share/config/ksmserverrc the reason for this behaviour.
In this file there are some lines, like these:

...
program1=kwin
program2=konsole
restartCommand1=kwin,-session,117f010001047192411001074
restartCommand2=kon
I discovered, that ALL applications, which are running at the moment, when
the "Save Settings"-button is pressed, are mentioned to "ksmserverrc".
This happens at logout.
ALL running applications are marked with a comma, so at next start they will
not be loaded (yes, kwin, too !).

Dear maintainers,
as there is a workaround for this behaviour (setting language priority in
config file of konqueror manually), everything is working fine.
IMO the bug can be closed, although at a fresh installation it will of course
appear.
What do you think, shall the bugreport still let
