I think this bug-report can be closed.
The problems disappears if openssl is also upgraded to version 1.1.1~~pre9-1
(from 1.1.0h-4). So this problem only exists with openssl < 1.1.1~~pre9-1.

On the server side one can see that akonadi establish a connection but then
close it immediately and then tires again ...
Dowgrading to 5.10.1+dfsg-6 fixes the problem.

After an update of kopete to version 4:4.4.4-1 all accounts and all contacts
disappeared.
I suppose this is related to a change in the way the settings are stored.
After downgrading to 4:4.4.3-2 everything is back. However, there
kdelibs-bin, kdelibs5 and
libplasma3. If I downgraded them to 4:4.3.4-1 and reinstall liblzma1 the issue
disappears.

I was just about to file a bug report saying that the description is bad
when I found this one (and #277822). It's a pity that this is still
unfixed after 121 days. If this package has any use at all, it can't be
so hard to find a description.
