In my opinion, python-gitlab and ruby-gitlab have "different
functionality" because I believe you can't use the same syntax for
each "gitlab". Therefore, the part about Conflicts or alternatives
doesn't apply here.

Respectfully, this is not an acceptable fix.
It should be possible to have both python-gitlab and ruby-gitlab
installed. Debian Policy § 7.4 says "Having similar functionality or
performing the same tasks as another package is not sufficient reason
to declare Breaks or Conflict
