Bug#910229: python-gitlab: File conflict with ruby-gitlab

In my opinion, python-gitlab and ruby-gitlab have "different
functionality" because I believe you can't use the same syntax for
each "gitlab". Therefore, the part about Conflicts or alternatives
doesn't apply here.
